CHEHALIS – An intoxicated 19-year-old Lewis County resident was jailed after he allegedly punched a 5-month-old German shepherd in the face and – his family said – may have thrown it against a tree.

A sheriff’s deputy called about 12:45 a.m. today to a home on Oyler Road in Ethel was told Jesse Pegram was out of control and had beaten the family pet.

Pegram was agitated when he was found outside in the street and asked to be arrested, according to the Lewis County Sheriff’s Office. He said he needed help, Chief Civil Deputy Stacy Brown said.

The dog needed help too.

The puppy suffered injuries to her face and was limping, according to Brown. Her eye was extremely swollen and blood shot, Brown said.

The family had no transportation to take to the animal to be seen, so the deputy contacted a veterinarian who agreed to meet the deputy at the clinic and do an examination, according to Brown.

The doctor found it had a leg injury and apparent head trauma, but no obvious broken bones, according to Brown.

Pegram was checked out at the hospital before being booked into the Lewis County Jail for first-degree animal cruelty, according to the sheriff’s office.

Brown didn’t say what the teenager was upset about.

But the vet, at Cascade Veterinary Hospital in Centralia, was optimistic the puppy would make a full recovery, Brown said.

    I doubt anything would of been done to the kid at all if he hadn’t ask to be arrested. The police and the courts put very little importance on animal abuse. There was a man yesterday in sirens that was beating his dog and jumping on the dog and nothing was done about it. He wasn’t even arrested. Until people start saying enough is enough and insisting are public officials start doing their jobs that the taxpayers pay them to do nothing will change and the helpless that have no control over what happens to them will continue to suffer with no hope for change! There’s no money to be made from animal abuse so city officials couldn’t care less.

    Yes this young man needs jail time,a good bum beating,and a mental health exam.But really what do the parents get for creating this monster in such a young man.Why would they just stand by and watch a child mutilate an animal or any breathing living loving being weather it be a 4 legged 2 legged or 8 legged creature.We all bleed red and we all have a heart that beats.

Traits are learned and abuse is passed on from one generation to the next. We all have a bright future in life, but when people act like common Romans and demand violence we have failed our selves as a society. We are the same and have a right to be free from harm. Yes this person did a terrible thing, but what even more terrible is the Leag System and it’s failure to provide the proper help people need. If you compare America to Europe’s prison there is a big difference in the violence and re offense rate. People when you call for modern day flocking you too could face this same fate…. How would you like to die a violent death in prison? I know what it’s like to fight for your life behind bars, Do You? I have been punished enough from the worlds hate!

    The puppy is doing okay. She is a little angel, and even though she was treated so badly, she still loves people and will gladly give you kisses. She should be just fine, as long as prosecutors follow through, and don’t let the family have her back.

    It may be a comfort to know, at some point in the confrontation the dog appears to have got one in too. In jail, maybe he’ll meet Bubba and get a whole new outlook.

    Now that is all we need is to put another teenager on meds so he becomes addicted to prescription drugs and then turns into a drug addict and becomes worse in life. I say take the booze away, fine the parents although he is over 18 but under 21, and when the kids does get caught drinking again he should do another year and that way everyone makes more money and know one learns nothing.

    Well lets put him in jail, give him 2 years, let him out on 2 years supervised probation, 2500 dollar fine plus court cost and probation cost, plus vet cost. Call it good-good he got jail time. good he got probation, good that the county and state made more money and the vet to and good tax payers did have to furnish a doctor for metal help of any kind to him. Be glad it was not Centralia Police doing it he would have had charges that did not pertain to it at all.

    You’re absolutely wrong about that.

    Children are like animals in that they aren’t sadistic and cruel by nature. Those are what psychologists called “learned traits”.

    I would not be surprised if this young man was treated the exact same way and the only reason his family is turning him in is because they can’t afford to care for him and his DSHS benefits have run out.

    One could even go further and argue that he’s an extremely likely candidate to become a u.s. marine and maybe a police officer after his tour of “duty”.

    This case isn’t about Bill Bates. It is about a person under the age of 21 who was allegedly intoxicated and who was allegedly abusing an animal. This is a completely separate case, and will be adjudged accordingly.

    Sounds like a clear-cut case of mental illness to me. A 19 year-old can be saved with proper medication and counseling. However, the chances of him recieving any help is slim to none since it sounds like his family can’t even afford to drive a car.

    Hopefully he will get some sort of mental health counseling and is receptive to it. People like this, without proper professional guidance, end up doing a lot worse things to lot more than just animals.
