Chehalis police car hits man in crosswalk

A pedestrian in a crosswalk was struck by a Chehalis police car last night, sending the 56-year-old Chehalis man to the hospital.

It happened about 7 p.m. on Northwest West Street near Front Street, near the Lewis County Historical Museum, according to the Washington State Patrol.

Kenneth L. Jacaway, 56, of Chehalis, was walking north crossing West Street and the patrol vehicle was traveling westbound, according to the state patrol.

Jacaway sustained a broken leg and an arm injury, according to a patrol spokesperson. He was transported to Providence Centralia Hospital.

His condition is described by a hospital spokesperson as fair.

Police Officer Rick Silva, 60, was driving a 2012 Dodge Charger and uninjured, according to the investigating trooper.

Chehalis Police Chief Glenn Schaffer said they asked the state patrol to conduct the investigation.

Silva was on routine patrol, not on his way to a call with lights or sirens, according to Schaffer.

Trooper Will Finn said it was his understanding that a vehicle coming the opposite direction stopped and motioned for the pedestrian to go.

“The pedestrian did not see the patrol car coming and I’m assuming neither did the other driver,” Finn said.

Jacaway was struck by the front driver’s side quarter panel, he said.

Chief Schaffer said he will wait until the investigation is finished, to then look to see if there are any internal matters to be looked into, regarding policy and procedure.

There was no reason to place Officer Silva on leave during the investigation, Schaffer said.

    There are fewer sentences that tick me off more than this kind of dribble being spouted off as facts. It’s just like the old third grade “do you still beat your dog?” verbal entrapment. The WSP will hold him accountable.You just need to wait long enough for the investigation to finish. Even a cop gets due process when they do something wrong.

    In the meantime, such arguments suggesting he has already been given a pass without any investigation only serves to satisfy the writers’ hatred of law enforcement and confuses the story’s facts with their own bias.

    If You are correct, there would be no need for Bobby in LC’s post in the first place. An ordinary person would wait for an investigation before making any comment whatsoever.

    PROTECT AND SERVE NOT NEGLECT TO SWERVE. If Number 1 priority is safety for the public then there is no excuse for this to have happened. I dont want to hear people make mistakes and so do cops crap. Yes we all make mistakes but we the people have much more harsh consequences then those who make mistakes while on duty serving the public, if they even end up facing any consequences at all. They took the oath to protect and serve. There is no good excuse to why this happened. And those responsible should be held accountable.

    No paid leave during the investigation??? Wow the officer must have just had his vacation HA. If it were the pedestrian in the car who hit the officer accidentally it would be attempted vehicular manslaughter and he would sit in jail until he got see the judge while in the meantime sitting in jail loses his job, house, or gets all his possessions stolen and so on. I wouldnt be suprised to hear the victim gets a Jwalking citation.Cops take the oath and therefore should be held to higher standards then the average citizen but they dont they just keep bending the rules and violating our constitution more and more and more. It has got to stop now for the future of our children Its not to late to unite as( we the people ) and take our county, state, and country back and get the liberty that our ancestors faught so hard for us to have. WAKE UP PEOPLE prayers to the man involved in the accident.

    You mean read and wait for all the facts to come out before making an informed decision?! You do realize you said that out loud?

    Not a chance. Too many people will either insinuate a conspiracy, chemical impairment, disregard for human life, etc. After all, any chance to bash anyone will be taken as far as the imagination can go.

    Treat a long serving police officer fairly? Not a chance here.

    I’m sorry bob it would not be the way you’re stating it would be, unless the person driving was high or drunk! My Aunt hit an older lady in a crosswalk pulling out of the high school in Chehalis and she was given a failure to yield right of way ticket and sent on her way. Mind you that was a clear bright DAY so no weather condition factors. The little lady was also hospitalized. Just letting you know they would not put any sober driver in jail until they are done with their investigation!

    Ya see, I know the man that got hit and if I saw an opportunity, I just might take it… Just kidding. Cops ALWAYS think its ok for them to bend the rules but they should abide by them MORE because they are cops. I have made law enforcement officers angry with me for simply refusing to give permission to search my purse (which they insisted it was not a violation of my rights) when I was a passenger in a car, and had been cooperative with them until this point. I went to jail… because they fount a baggie of suspected drugs (which it was not) but I told them it was salt (They could have tasted it) I had borrowed for BAKING and they then asked why such small amount which I said it doesn’t take but a tspn for cookies and they through me in jail… Judge dismissed it, for lack of probable cause to search my purse. Point is THEY knew it wasn’t drugs but were pissed off that I dared to defy them.
    COPS should lead by example.

    Even cops make mistakes and aren’t perfect however part of a police officers job that he accepts when he takes his oath of duty is that he accepts and realizes that he will be held to much higher standards in life than your average citizen. His high job standards are extended into his private life as well. He is supposed to be an exceptional citizen or everybody could be cops….kind of like working flipping burgers or something.
    I have seen the Jackaway name come up in the court records many, many times over the years. I’m not certain if they are related to Mr. Jackaway that was hit or not but one can’t help but wonder if it isn’t a retaliatory move on the police officer’s side of things. Just my 2 cents…..

    It’s good to see that Chehalis PD has WSP investigating. That shows transparency. Now I am sure there will be all sort of anti-police posts coming on this story but let’s wait to see what the facts bear out. Even police officers make mistakes. It is not the mistakes we make in life that really define us but rather what we do afterwards. Everyone makes mistakes and owning them and accepting responsibility is how you judge a person.

    I hope the man struck recovers quickly.
