CHEHALIS – A 22-year-old arrested on Thursday was charged yesterday in Lewis County Superior Court with two counts of second-degree child assault, in a case involving her boyfriend’s toddlers.

The two little boys were taken into protective custody after their father called police and the children were checked out at Providence Centralia Hospital and then Mary Bridge Children’s Hospital, according to their father Casiano Baldovinos.

Baldovinos is standing by his girlfriend, Chandra M. Munsey, and attended her bail hearing yesterday afternoon.

“I know that Chandra’s innocent,” Baldovinos said outside the courtroom.

Authorities have revealed little about the case, saying the investigation is ongoing.

Munsey was brought before a judge on Friday afternoon, when a prosecutor asked to have the documents detailing the allegations sealed. Judge James Lawler granted the request.

Lewis County Senior Deputy Prosecutor Will Halstead indicated he wasn’t ready to file charges, and asked that Munsey continue to be held in the jail at least until another hearing after the weekend.

Munsey was brought before the judge again yesterday afternoon, after the criminal charges were filed, where defense attorney Joely O’Rourke asked the court to consider releasing her with an unsecured or co-signed bond.

“She has absolutely no felony history, and has a stable residence in Chehalis with her boyfriend,” O’Rourke said.

Judge Lawler set her bail at $50,000.

Baldovinos said his boys, ages 2 and 3, live with him in rural Chehalis. He’s cared for the oldest one nearly all his life, and last year at this time, got the court to make their mother’s family turn the youngest over to him.

He and their mother are not together, he said.

The boys’ grandmother, Rebecca Torres of Centralia, said she’s been warning authorities something bad could happen, since the day police came to take the youngest from her home.

“I’ve been trying for a year to keep them safe,” Torres said, sobbing.

Their mother is in prison, serving a sentence of a year and day for something Torres called petty. Jessica Schroeder, 27, should be getting out next month, her mother said. But Schroeder signed her youngest over to her mother when he was five months old, Torres said.

Exactly what happened remains under investigation, but photos shared by Torres and her 17-year-old daughter on social media last week show the two-year-old with a black and swollen eye. His brother’s picture shows marks on his face as well.

Baldovinos said the children stayed a couple of nights early last week with his girlfriend’s parents, in rural Centralia. When he picked them up, Munsey’s father told him the children scuffled, and one gave the other a black eye, he said.

But he didn’t believe that, he said, and he called police.

The court document filed yesterday that charges Munsey, indicates prosecutors believe the assaults occurred between Monday and Wednesday of last week.

Second-degree child assault is a class B felony, with a maximum penalty of 10 years in prison and/or a $20,000 fine. The offense involves recklessly inflicting substantial bodily harm upon a child younger than 13 years old.

Munsey’s arraignment is scheduled for Thursday in Lewis County Superior Court.

    I think they are not going to press charges against Ms. Munsey as the P.A. was given a flimsy case and can’t prove who beat on the kids. I predict this will all be quietly dropped unless she is dumb enough to let a public defender plead her out.

    You know its real mature for everyone to try and bash Rebecca when all she ever wanted was for her grandsons to be safe.she had the little boy for a year when casiano took him from a safe stable environment and look where the baby is now how about giving the family support in this time of need.those babies deserve justice.

    Rebecca, if you really want to help your grandchildren, stay the heck off the Sirens page! Your commentary only discredits you and your daughter and could jeopardize any chance you or she might have at custody. It could also hurt the ongoing criminal investigation. I’m sure you would feel really bad if something you said on social media got the case thrown out of court!

    So what I don’t get, is the kids stayed at someone home a couple of nights. And when the father when to pick the kids the one child had a black eye and the other had marks on him. So he calls the police,because he,didn’t believe,the story. Now the,girlfriend is in jail and he’s standing next to her and,supporting her.

    This whole thing,seems really fishing to me. Readying this makes me question whether the father wasn’t involved in this as well.

    I know each individual personally in this matter. None of you were there. Take your petty crap somewhere else. I would hope that if this was your family, that it would not be made into a circus like this.
    Anyone ever heard of respect. Golly day, the families have seen enough grief. Why don’t you keep your simple minded, one direction opinions and cram them. There are no sides to pick. And if you do pick one, it should always be with the children….

    So I’m not even a friend of Jessica’s but I will stick up for her by saying she never would let anyone harm her babies. People make mistakes. And I’ve seen more and more woman being charged with the dv assault 4 charge for defending themselves or trying to protect there children. And its because the end of the fight was seen not the beginning, and its easier for a man that abuses woman to know where and where not to hit or harm them, where as a woman fighting back usually will leave scratches and bite marks from trying to protect themselves any way possible. Also usually the charges get filed against the one with out the marks, assault 4 can be as simple as spitting in someone’s face to punching them in the face same charge. I just am wondering how come she is getting Bashed for anything in this case, when she has no relevance to it right now other than sitting in prison completely helpless to her babies. She made a mistake, but for one second take into consideration how horrible it must be to sit there and not be able.to protect or comfort your babies. Those babies didn’t deserve what happened to them no matter who did it to them. And if it wasn’t the gf, then an endangerment charge or neglect for both of them should be in place for letting this happen. I doubt this was the first time anything happened to them. Just one day out of no where they get the dog shit beat out of them and no one not the father even saw it coming. Come on some one is covering someone’s ass here. And I’m sorry but DETECTIVES don’t just arrest a random person, they didn’t just draw a name out of a hat from potentional suspects and say ok this is who we are going yo charge right now, and then after the investigation well decide who gets what charges and who gets set free. Come on people who isn’t seeing the biggest issue here, those babies. Doesn’t any one see that I haven’t heard one time of any remorse being shown by the gf, or if I was falsely accused I would certainly be in hysterics in court, not from the looks of it calm. And the boyfriend where’s his concern for losing his babies? Instead of standing by his gfs side, what about by his babies side and fighting to get them back if he wasn’t somewhat responsible. That just shows where his heart is and his concern, nor with his babies or they’re well being, but with his gfs and its definitely not with finding the true culprits of the abuse. Mental evaluations would probably be a good start with both these freaks. And then polygraphs. I’m done ranting. Please lets not start a huge fight ln here, if I offended anyone tough, not quite sure how that would be possible. Unless ur supporting the confused losers who don’t know that when u have babies they come first before scum bag gfs/bfs even before ur own self.

    Before you start judging my daughter know the facts jessica got asult 4 trying to afend the older boy from the dad takeing him he was on top of her choking her when the officer walkt in had him in hand cuffs then later arested her even though she had marks on her neck.and for the car another relative stole the car and he ask her to take it back so she said yes and got caught with it but they dropt it to driving a stolen vehicole and driveing in the 3rd.so i dont see nuthin that has to do with the boys other then she tried to keep her son and know look hes been abused since he was little and it got wourse he was always leaving him enywhere with enyone.and dad dropt chargeses on my daughter.the only reSon they recharged her was becouse she missed court a year later.

    Oh yeah, the dad said the mom was imprisoned on a “petty” charge. Obviously he thinks auto theft is no big deal. Mom is a convicted thief and the new girl friend has been charged with child abuse and I guess that’s no big deal either. I wonder what a serious crime might be in his book.
