CHEHALIS – The Onalaska woman who owns the nine horses and the two acres they were seized from by the county was upset to find herself in court yesterday.

“Outraged, floored, that they didn’t just come out and help me,” Jennifer Jenkins said after the hearing. “And turned it into a giant fiasco.”

Jenkins was arrested for animal cruelty the day before, following the evaluation of a young horse found trapped on its side in a pen of mud for an unknown length of time.

Her own veterinarian advised the Lewis County Sheriff’s Office the animal was suffering from a painful skin infection from lack of shelter and/or blankets and was very malnourished, according to a narrative from the deputy assigned to the case.

The other eight horses occupying firmer ground had the same skin infection, according to Dr. Christian Affeldt. He described their living conditions with the mud and manure field as terrible, and not suitable for as many horses as Jenkins had on the property.

Lewis County District Court Judge Wade Samuelson yesterday afternoon entered pleas of not guilty to nine counts of animal cruelty and told Jenkins she may not possess or care for any livestock until her case is resolved.

Specifically, he ordered her not to ride, lead, groom or even pet a horse.

Jenkins, 44, was accompanied to court by a friend, and said she may have more comments on her situation later.

The fire department, deputies, code enforcement personnel and others spent hours on Tuesday rescuing the horse at Jenkins’ residence on the 2500 block of state Route 508 east of Onalaska.

Jenkins had gone to her veterinarian to ask for help and her neighbor summoned assistance by calling 911.

On Wednesday, Dr. Affeldt and also a veterinarian from the state Department of Agriculture looked at the animals. The state vet determined they were in pain caused from the deplorable living conditions and in serious need of medical attention, according to the sheriff’s office.

One of the mares is due to foal in the next couple of weeks, according to the Lewis County Animal Shelter.

Jenkins is charged with nine counts of animal cruelty in violation of Lewis County code. The offenses are gross misdemeanors with maximum penalties of 364 days in jail and a $5,000 fine.

While she was booked into jail Wednesday, she was released by posting bail in the amount of $4,500.

The code relates to criminal negligence and failing to provide adequate care.

Jenkins was assigned to a court appointed lawyer, David Brown.

Her next appearance in court is not yet scheduled, but would be expected to take place in a couple of weeks, according to Lewis County District.

    Wheres the proof did the judge and jury not hear the animal control officer testify that she was at our house all the time after hours, and every time some injury occurred, not to mention the multiple people law enforcement personnel that allowed numerous people to trespass without my permission and repeatedly allowed the injury and untimely deaths of known legally prescribed hippotherapy horses and guide dogs since 2003 when I took possession of the property in onalaska, Law enforcement also allowed trespassers to repeatedly steal hay grain round pens destroy fence, property ect. allowed neighbors dogs and neighbors on 4-wheelers to repeatedly run the horses while i was gone and the 10000’s of gallons of water pumped on to the property in only the area of the horses and how it got their, the prosecutor withholding exculpatory evidence the defense lawyer failed to obtain a complete police report that contained the witness list and the available evidence like people to contact about hay, plus bought a 1200lb bale of oat hay the day of incident feed grain red cell and supply list that included dry shavings in a dry location of the horse that got stuck in the mud at the jenkins ranch, plus wounds the county caused were treated by the JEnkins and scarlet oil was applied, it should also be noted that the hair coat of the injured horse and the other horses were altered with sheers and muddy up in a cheap attempt to defraud the Jenkins in which everyone followed suit in lies, fraud libel slander and repeated willful public official misconduct with intent repeatedly during this incident and every other incident I have needed law enforcement they have failed to adequately respond or take adequate statement from all involved and the horse shoer everyone thinks is a hero he trespassed several times hammering horse shoe nails in my horses feet clipping their toes or heals to short or both not a nice guy so beware and knowing my guide dogs on a personal level him kissing my daughter’s guide dog, Im pictured cleaning the injured horse who got stuck in the mud, To all involved who trespassed injured stole feed, dropped feces, injured horses, cowes stole property ect who anonymously called making up a blind record and people believing hearsay and not investigating and to those who hold medical license who testified all my horses were a #0 and #1 should be held accountable for committing libel and slander, If the available evidence was made available it would have told a different story including the Jenkins horses fit and healthy only disguised by people in power that took advantage of a disabled vulnerable adult and disabled children, even the chronicle has pictures they took and were supplied to them that show the horses on both days its a shame the chronicle inst interested in reporting truths and to all the people who have donated thank you however you need to pay donations to the district court under jennifer jenkins as all solicited help has not been applied to the proper department as no donation has been officially make record for the Jenkins horses who rightly need to be returned to the Jenkins as the Jenkins health has been seriously impacted due to the severity of people acting under the color of law which seems all they do is act and create hearsay without consequence, Lewis county government needs a major overall and that’s right you heard it right out of the Jenkins war pony;s mouth until next time as now the anonymous reports are flying in about my kids it never stops worst spite fencing scam in history 15 years worth of stress and loss at the hands of people that rely on hearsay for their own personal benefit. Time is getting near the deadline to sue for libel slander deformation public official misconduct the list goes on,I thought someone would have stepped forward to expose whats really going on, yet do I really want to try to sue Yes!!!     Ms. Jenkins; all you have to say in response to all of this, is that a pinch test wasn’t done and the horses weren’t dehydrated?! Lady you obviously missed the whole reason for the charges and the horses being taken away! Obviously to you it’s clear as mud! Pun intended, the horses were trudging through mud and shit and one of them was stuck on it’s side in it for God knows how long! Not to mention, all of the numerous sightings and reports of deplorable conditions they were in for way too long! The infections and disease and clear malnutrition apparent to the naked eye! I’d hate to see what you
    consider bad conditions and environment for a horse. Do yourself a favor and get some mental help! Do you not realize that you’re the only one out of hundreds if not more people that think there’s nothing wrong here? That alone should be your clue! To think that you have kids in your home as well, just sickens me! Just a matter of time before they’re rescued too! It sickens me to even begin to think what kind of conditions they’re living in behind closed doors! I hope and pray you’ll be held accountable to the fullest and that justice will be served for those poor animals. Let’s put you out in those conditions and see how you do!

    So glad horses were saved, but my other concern is for the 3 young children that are in her care, living in the same squaller, being neglected and abused also. CPS hstable and has other issues. Why did the horse become more important than these 3 Lil lives. Once again the system has failed. I hope she gets the max. then maybe CPS will HAVE to do something.

    The counties claim my horses had no water is un true if everyone was on the Ball….(a professional and a personal animal lover)……. a simple pinch test of the neck would either prove or disprove if they were properly hydrated and should be taught to Sheriffs personnel amongst other things so the people the community who pay these peoples salaries can be accountable to the people they serve. My daughter and i personally pinched tested each horse and the skin snapped right back into place, just for the uneducated if the horse was water starved the pinch test skin site would have stuck together and a wrinkle would have clearly been seen…….I wonder if anyone on scene noticed

    Ms. Jenkins, I admire your attempt to defend your mom but lets be honest here. The truth is these horses were not being cared for. They were suffering from malnourishment, dehydration, parasites, and fungus. Their body scores were 1 to 2 out of 9. They were being fed substandard feed and were not being provided any water. Yes, all horse owners suffer from mud, but we also provide a large enough pasture for our livestock to get out of the mud. The barn that these horses had access to was deep in manure and had many nails protruding from the walls. The pasture was full of garbage and had many hazards including a decomposing carcass of a horse. These horses are low quality, below breed standard animals. Why would Ms. Hornberg choose them if she was just in it for a financial profit? Why wouldn’t she go after horse owners with high quality, healthy horses? And why, if she was doing something shady would she risk exposing herself by asking for help from the state vet? Your mother needs to accept responsibility for her actions and until she does she shouldn’t be allowed to care for any living being, human or animal.

    I can understand a son’s loyalty to his mother, but trying to make it everybody else’s fault doesn’t cut it. I’m sure the truth will come out – either at Jenkins’ trial or before.

    As far as Jenkins owning over 40 acres, I don’t know where those other 38 acres are, but those horses most definitely were NOT on them. They were on a very small property – property way too small for nine horses – and were even on times on the porch of the house. That it something I know I have seen for myself.

    As far as talking to Jenkins, as I noted before, I did that the day after I put one of the horses back in after it had been on the highway. She pretty much accused me of lying about the horse even being out. How do you talk to someone like that?

    Anyway, I believe there is a lot more to this story that has yet to be released.

    attention all just to clarify. the horse that got stuck in the mud is only one of the horses! they did not take any pictures of the other horses because they are all healthy and well fed with a little rain rot plus some mud! if you have any questions for my mother or me purchasing feed for the horses you can contact Fire mt farms, Alidea Godfree, the farm store, Del’s feed store in Morton, and cenex co-op in Marysville as well as cenex co-op in Snohomish! i have personally driven up and down state route 508 multiple times and every single persons property out there in lewis county has mud with live stock on premises! so i dont know what ya’ll are trying to do here except slander and belittle my mother over a horse getting stuck in the mud is childish! also to clarify that my mothers property is indefinitely bigger than 2 acres she actually has legal documents, surveys, and papers proving she owns around 40.391 acres currently held up in appeals court! to the people who drive by and call in complaints why dont you stop by and actually talk to my mother instead of being a bunch of brown nosers like were in fucking high school using the police as a tool! i want to thank the volunteers, and Onalaska fire department for helping my mother and the one horse that got stuck in the mud! my mother plead not guilty because she obviously takes care of the horses properly and her Vetrinarian from Cascade West looked over the horse before they were taken after Alisha Hornberg heard Jenkins and her vet discussing antibiotics and Hornberg assumed that all the horses were sick due to just over hearing antibiotics! Which caused Hornberg to call WA State vet to over ride Jenkins vet and get all of the horses removed from the property and be auctioned off at the local livestock barn so she can purchase the horses for herself to breed and sell them for profit after us Jenkins put in hard work and money for the horses. to the little knowledge Hornberg knows but my mother has all the legal papers for the horses, so if anyone tries to sell or buy these horses you will be tampering with stolen property! Hornberg being the jealous type and the thief she is due to stealing one of our horses by the name frosty for her own personal gain and pleasure last year Febuary 2015! now for some reason Hornberg has it in for my mom and is trying to take all the horses from my mother so she can resell and make money! Rescue operation turned into a fiasco! people have been harassing my mother and all of her horses for the last 13yrs cutting the horses up and shooting our horses by locals in Onalaska and the lewis county sheriff department hasnt done a damn thing about it! now tell me why they havent caught anyone yet unless they are in on it as well! thank you all and have a wonderful day!

    So, rather than acknowledging that she had way too many horses to care for them all adequately, she is going to blame others for not coming and helping her? WOW!

    My heart breaks for all those horses, and for any and all horses that she has had in the past. I doubt we will ever know the full extent of the damage this woman has done – not just to the nine that have been accounted for but for any others she has had in her possession whose whereabouts are unknown.

    My one big consolation is knowing that she will likely never, ever be able to have anything to do with horses ever again.

    Myself and my family travel 508 all the time, we have watched those poor horses and prayed that someone would step in and take them out of that mud. The only time there was no mud, was in the summer and then the horses where standing in direct sun, with no shade at all. I know there has been complaints made several times about the condition the horses where in and it seemed nothing was being done. I am so glad that finally the horses will get the care they should have had.
